Jim has over 30 years of business experience in the energy, utilities and aviation sectors. He is an experienced non-executive director, currently serving as Senior Independent Director at the Low Carbon Contracts Company and as Chairman of the Harwich Haven Authority.

Jim has previously worked for the Civil Aviation Authority and was its Deputy Chairman from 2007 to 2008. He has also been a non-executive member of the Gas and Electricity Market Authority (GEMA) since 2009. Jim has proven experience of working in privatised industries, along with a strong understanding of codes and settlement systems.

Adam is an expert in industry code governance and market design, with almost 20 years’ experience working in the energy sector. Adam joined MOSL from Elexon where, most recently, he worked on the outcome of the Competition and Markets Authority’s energy market investigation.

As Market Design Director, Adam supports the establishment of the enduring Code Panel and changes to codes. He also assumes responsibility for regulatory affairs and water operations, as well as leading MOSL’s liaison with Defra and Ofwat.

Mike is the Retail Competition Lead at Water Plus, he has 8 years’ experience in the water industry and a further 25 in electricity and gas markets. Mike has been involved in the Open Water Market Reform Program for over three years and has experience from the live retail market in Scotland.

Mike has consistently been involved in the development of the market arrangements for England and Wales. Mike is also a representative on the Technical Panel in the Scottish non-household retail market, and has served two terms as an LP nominated Director of the CMA board. Mike was previously a member of the Interim Codes Panel.

Wendy has managed regulatory and compliance requirements necessary for Market Opening and Retail Separation on behalf of Anglian Water Business for the past 3 years. Prior to this she was a member of Anglian Water Wholesale’s regulation team for 16 years, as well as spending 5 years at Ofwat working on charging and competition policy issues.

Wendy is responsible for all regulatory, policy and compliance issues within Anglian Water Business and has a deep, wide-ranging knowledge and experience of regulatory issues relating to customers, competition, compliance, pricing, price controls, licensing and the legal framework. Wendy also played a key role within the PR16 price setting process and was part of the Open Water groups which discussed and developed the market codes and have participated in working groups.

Simon has been part of the senior management team preparing the business for market entry in Water 2 Business since 2015. Simon has had a key role in managing the Assurance Process for market entry, ensuring engagement with key internal and external stakeholders including the market operator and regulator to ensure compliance prior to market entry.

Simon has previously held roles in Commercial Finance and Corporate Strategy for Connect Group PLC, and prior to that spent 7 years with Wessex Water in various roles including Business Performance Manager for the Construction directorate. He is also Chartered Management Accountant, and proficient in transforming rules and regulations into working processes and practices, as well as being able to evaluate the impact of proposed changes at both an operational and a strategic level.

Richard has been Castle Water’s Director of Corporate Affairs and a member of the company’s Management Committee for over two years. Richard has over 25 years’ experience as a corporate financier specializing in utilities, and has worked for a number of different investment banks dealing with transactions in electricity and water both domestically and internationally.

Richard has had close involvement with MOSL and represented Retailers on a number of key groups including the MOSL UAT Senior Stakeholder Panel and OFWAT’s Credit Arrangement sub-group. Richard represents new entrant retailers on the Panel and is an Alternate Director of MOSL.

Trevor is the Regulation and Compliance Manager at Business Stream and has been working in the retailing of water services since before the inception of Business Stream and the Scottish competitive market. He has eleven years of extensive knowledge of how the competitive water market works in Scotland and England and Wales. Following his involvement in the Open Water workshops since Spring 2014, he was elected as an Unassociated Retailer representative on to the Interim Codes Panel.

Nicola is the Chief Commercial Officer for Clear Business Water and has 22 years of business retail experience in Energy, Telecoms, Water and Insurance. She has worked on the development and implementation of the commercial strategy for both the Scottish and English non-household retail markets, alongside leading the preparation for market opening.

Nicola has worked with market participants on the creation of the codes for the non-household market in England since 2014, and was a member of the Interim Codes Panel and Independent Assurance Group for NHH market opening.

Dylan specializes in competition, markets and deregulation on behalf of Southern Water. He has over 20 years’ experience in the water sector working in a variety of roles including R&D, Operations, IT, customer service and regulation.

Dylan has had significant involvement in the design and development of the non-household retail market, including an 18 month secondment to Open Water Markets Limited. He has participated in code design workshops, Water Review Group and has been a member of various sub-groups of the Interim Codes Panel, including the credit terms working group.

Mark is the Head of Wholesale Market Services at Thames Water, and is a Wholesale expert on the Panel. Over his 10 years in the Water sector he has been heavily involved with the development and operations of competitive markets, working closely with investors, Ofwat and Defra. Prior to joining the Water industry Mark held a number of senior roles in the energy sector.

He has 20 years’ experience working in competitive wholesale and retail energy markets, as well as managing separation and growth of energy companies, network businesses and retail. He has been directly accountable for establishing and developing Wholesale electricity and gas markets on behalf of individual companies and market participants collectively.

Howard is part of the Regulatory and strategy team at Yorkshire Water and has over 30 years’ experience across the water industry in technical, leadership and commercial roles.

Howard has been heavily involved in the development of the Wholesale-retail market since 2011 and has represented the interests of incumbent retail, wholesale, and new entrant businesses through the consultation processes and development of the Water Bill, the Water Act and statutory codes.

Howard has regularly been involved with Open Water, Ofwat, Defra and MOSL workshops and has an extensive knowledge of the Market Codes. Howard previously has been elected as a Wholesaler representative of the interim Codes Panel.

Helyn is an intellectual property barrister specialising in a broad range of matters, including EU and UK trade marks, passing off, designs, copyright, breach of confidence and contract cases.

The majority of her eighteen years in practice has been spent in chambers at the independent Bar of England & Wales, although she has also spent periods as external evidence counsel for the Serious Fraud Office and as a senior IP litigation lawyer at the international law firm, Pinsent Masons LLP.

Helyn is currently the Head of IP at 33 Bedford Row chambers, advising clients from diverse sectors on pre-clearance, IP protection and exploitation, litigation and dispute resolution.

During Nigel’s 30-year gas career he developed many of the core rules and processes in the GB network code that enabled full domestic competition. Within Transco he had responsibility for managing the evolution of the gas commercial framework and operational responsibility for managing the daily balancing and capacity regimes.

In 2008 Nigel moved to Brussels to create the European Network of Transmission System Operators for Gas (ENTSOG). He subsequently lead ENTSOG’s code development and specifically the European Gas Balancing Code. Since 2014 he has provided consultancy and training support to an extensive range of gas industry players in GB, UK, mainland Europe, Asia, South America and Australia.

Elsa has nearly 20 years experience of working in the energy sector in a variety of commercial, operational and consultancy roles. She began her career at British Gas Transco, later National Grid Gas, before moving to Statoil where she led Regulatory and Strategy Teams as well as IT and Business Projects.

Elsa has experience of all aspects of the gas supply chain including charging arrangements, shipping, trading and retail contracts. In recent years, Elsa has worked as a consultant providing regulatory, policy and commercial advice to a range of players in the Gas and Electricity Markets.

She has an extensive understanding of the challenges associated with the design, opening and development of markets, worked as a Gas Code panel member and has participated in numerous committees and working groups in the gas and electricity sectors. Prior to joining the Enduring Panel, she sat on the Interim Codes Panel as an Independent member.

Christina is a Policy Manager at the Consumer Council for Water (CCWater) with more than 13 years’ experience in the water sector. She joined the water watchdog in 2009 to influence the development of the non-household retail market and ensure it meets the needs of business customers.

Christina now monitors how the market is developing by liaising with market participants, retailers and wholesalers, as well analysing customer complaints data and CCWater’s own research into business customers’ views and preferences. She uses this to inform discussions at the industry Market Codes Panel, which she sits on as an affiliate member.

Prior to joining the consumer body, Christina worked for Severn Trent Water and Ofwat. She was part of the industry regulator’s Competition Team that helped to oversee the smooth introduction of the first stage of retail competition in the water sector in 2005.

Dan has over thirteen years’ experience in various roles at the water sector’s economic regulator, Ofwat and is an experienced regulatory and competition policy professional. As part of the Programme delivering the business retail market, his focus was on developing key parts of the market architecture, in particular relating to customer protection and licensing.

Dan worked on the 2014 Price Review, led the development of Ofwat’s policy on the New Appointments and Variations regime and was Ofwat’s Board Secretary between 2012 and 2014. Dan is now Ofwat’s primary lead on the suite of market codes, and is an affiliate member of the industry Codes Panel.
