Following MOSL CEO, Sarah McMath’s letter outlining the urgent action be taken by Ofwat and MOSL to support the water retail market during the COVID-19 pandemic, the Panel held an extraordinary meeting on 20 March to discuss urgent Authority Timetabled change proposals for recommendation.
On Monday 23 March 2020, the Authority published its decision to approve the implementation of change proposal CPM023 & CPW090: ‘Suspension of Performance Charges’.
This Authority timetabled change proposal was raised by Ofwat to relieve market pressure on trading parties, specifically around cashflow and resource issues, in light of the COVID-19 pandemic.
The change proposal suspends Market Performance Standard (MPS) charges and Operational Performance Standard (OPS) charges for three months (March - May 2020). As a result, trading parties will not be unfairly penalised for failing to meet market performance standards due to factors outside of their direct control.
This change proposal was implemented on 23 March 2020 at 6pm.
Another extraordinary Panel meeting is due to be held on Friday 27 March to discuss a further urgent Authority Timetabled Change Proposal around vacancy flags in CMOS.
