MOSL appoints new Chairman
The board of Market Operator Services Ltd (MOSL) is pleased to announce the appointment of Jim Keohane as Chairman following a competitive recruitment process.
Jim has over 30 years of business experience in the energy, utilities and aviation sectors. He is an experienced non-executive director, currently serving as Senior Independent Director at the Low Carbon Contracts Company and as Chairman of the Harwich Haven Authority.
Jim has previously worked for the Civil Aviation Authority and was its Deputy Chairman from 2007 to 2008. He has also been a non-executive member of the Gas and Electricity Market Authority (GEMA) since 2009. Jim has proven experience of working in privatised industries, along with a strong understanding of codes and settlement systems.
Jim will assume his responsibilities as MOSL Chairman from 1 September. MOSL’s current Acting Chair, Margaret Beels, will continue to serve as an independent non-executive director on the MOSL Board. Margaret will also continue to chair the Market Arrangements Code Panel until the end of 2017, when Jim is due to stand down from the board of GEMA.

Market Operator Services Ltd (MOSL) is a company owned jointly by all the water companies who trade in the competitive non-household retail water market in England, which opened on 1 April 2017.
During the preparations to open the new market, MOSL’s primary responsibilities were to design, build and implement the central IT systems at the heart of the new market. MOSL also played an important role in supporting water companies to ensure that they were all ready at the same time so that the market could open.
Now that the market is live, MOSL has taken up its responsibilities as market operator, providing the governance, infrastructure and information to enable customers to switch retailer and for settlement to take place between wholesalers and retailers. As the market operator, MOSL’s remit is to ensure that the market operates effectively and efficiently, providing a ‘level playing field’ for all companies operating in the market.
MOSL aims to be a lean and efficient organisation that uses the latest technology to help visualise market data and enable as much ‘self-service’ as possible by its members.
The MOSL Board
The MOSL Board sets the strategic direction for MOSL, future scanning as to the services MOSL can and should provide. It is responsible for submitting an annual business plan to members for their approval and for monitoring MOSL’s delivery of that plan.
Whilst MOSL is owned by its members, it is important that it conducts its work impartially and without undue influence from any group or individual member. The Board ensures that these obligations are met by setting the values and standards of the company, overseeing the performance of the management team and ensuring that the required resources are available to enable MOSL to achieve its objectives.

Under the terms of the Market Arrangements Code, the Chair of MOSL also chairs the Panel which oversees the operation of the Code and recommends changes to the Authority (Ofwat). This responsibility may be shared with one of the independent members of the Board.
The position of Chair of MOSL was occupied by Andrew Pinder from July 2015 until his resignation on the grounds of ill health in March 2017.
