DCP019 - Clarifying credit scores and ratings for the purposes of Unsecured Credit Allowances (Proposal 4) This proposal amends the process by which Retailers provide credit assessment scores and credit ratings to Wholesalers for their Unsecured Credit Allowance to be determined. DCP020 - Unsecured Credit Allowance reflecting payment history (Proposal 2) This proposal introduces a new route for Retailers looking to gain an Unsecured Credit Allowance (UCA) with their Wholesalers. An Unsecured Credit Allowance would be available to a Contracting Retailer based on strong payment history with its Contracting Wholesaler subject to maximum combined UCA of 40%. DCP026  - Removing processes A1-A5 (new connections)  The goal of this change proposal (CP) is to permanently and comprehensively remove from the Code arrangements to bring new connections activities in the market. CMOS Release Strategy

At the January 2019 Panel meeting, the Panel asked MOSL to review the possibilities of including an additional release date along with the current release dates for future releases. Currently, there are two major Central Market Operator System (CMOS) release dates per year; Spring and Autumn. The purpose of this consultation is to understand the industry's appetite for additional release dates.

DCP018 - Cascade Erasure

DCP018: ‘DCP018 is a draft change proposal raised by MOSL which seeks to introduce improvements to the processing logic of data transactions which erase supply points, meters and discharge points, and associated assets. The draft change proposal also wishes to ensure that the incoming retailer (the retailer which acquires the supply point as part of a transfer) is notified of any erasure of assets. Data Purge & Refresh RFI Note

Current General Data Protection Regulation (GDPR) recommendations advocate that all test data that is no longer suitable for purpose must be erased from test systems. This will require a data purge of all test data at Asset and Transactional level, and the test data shall then be refreshed/rebuilt in time for each CMOS Release test period. This will require each TP to be capable of refreshing their test data in CMOS and in their own test systems.

DCP016 – Improving the Transparency of Guarantee Credit Arrangements

DCP016: ‘Improving Transparency of Guarantee Credit Arrangements' is a draft change proposal raised by the Credit Committee, in response to the recommendation of Ofwat and KPMG to improve the transparency of Parent Company Guarantee Arrangements. This change introduces new obligations for Wholesalers to publish the terms of these arrangements, and for Retailers to provide assurance around arrangements they have in place. The change also intends to create a central point of publication for these arrangements in line with the proposed solution for Alternative Eligible Credit Support. Complete the form below

Acceleration of CPW047 into CMOS Production Estate

At the Panel meeting held on 27 November 2018, CPW047 ‘Enabling Sewerage Wholesalers to create meter networks’ was recommended for implementation but MOSL was asked to investigate implementation sooner than the proposed date of November 2019.  MOSL has impact assessed implementing this change in an interim release R6.5 and assessed the risk to CMOS Operations and development of R7.0 to be minimal.

We are conscious that trading party operational teams will have risk assessed this change in the context of a November 2019 implementation date.  Prior to recommending an accelerated implementation date we are seeking trading party input on the following additional questions.  We ask for responses by midday Monday 17 December 2018 so that the panel can be briefed at their next meeting.

Proposed timetable for execution of final settlement runs

Following the Authority’s decision to delay the running of final settlement runs (RF settlement runs), the Panel has reviewed potential options for when ‘catch-up’ RF settlement runs should be scheduled and published. The Panel has agreed a timetable it is minded to recommend to the Authority. Trading parties are invited to review the timetable and raise any significant concerns or risks the timetable poses to their business.

DCP014 – Improving the Transparency of Alternative Credit Arrangements

DCP014: ‘Improving Transparency of Alternative Credit Arrangements' is a draft change proposal raised by the Credit Committee, in response to the recommendation of Ofwat and KPMG to improve the transparency of Alternative Eligible Credit Support Arrangements. This change intends to create a central point of publication for these arrangements, and introduce a new obligation for Wholesalers to report where they have these arrangements in place.

DCP006 - Enable Sewerage Wholesalers to create and manage meter networks.

DCP006 is a draft change proposal raised by the Trade Effluent Issues Committee (TEIC). This proposal seeks to amend the current functionality in the Central Systems (CMOS) to allow Sewerage Wholesalers to create and manage their own meter networks.

CPM008 - Redistribution of Market Performance Standards Charges

Following Ofwat’s referral of ‘CPM008 - Redistribution of Market Performance Standards Charges’ the MPC has been working to develop a response or an alternative proposal. The attached documentation ‘CPM008 Referral – Reconsideration of Redistribution Mechanism’ captures the MPC’s deliberations about the referral. The MPC would value Trading Party feedback via this consultation to aid the finalising of the proposal.

DCP005 – Provision of adding Re-read flag into the MDS Meter Reads file.

DCP005 is a draft Change Proposal raised by Severn Trent Water. This proposal seeks to make amendments to the MDS Meter Reads Report by introducing a Meter Re-Read flag. This change will be significant to Trading Parties in terms of understanding and identifying potentially incorrect meter readings placed into the Central Market Systems. Complete the form below.

DCP004 - G read removal governance

DCP004 is a draft change proposal raised by MOSL which seeks to clarify that system generated reads (G reads) can be removed (deleted) using TCORR171.W/.R. In addition, the draft Change Proposal adds governance to support the removal of G reads and the associated re-running of settlement periods.

The draft Change Proposal also proposes the introduction of certain clarificatory elements which improve the readability of the CSDs which deal with Tariffs or the Tariffs Report.

CPW023 & CPM005 Market Entry and Re-assurance Updates

The Panel agreed to send this change for consultation on 31st October 2017. These change proposals seek to better align the Ofwat licensing and MOSL market entry assurance processes, as well as providing clarity to applicants and trading parties on the market entry and market re-assurance processes. If approved, these changes will amend the Wholesale Retail Code market terms, objectives, principles and definitions, CSD0001 (market entry assurance and market re-assurance) and the Market Arrangements Code.

GDPR Issues Committee Consultation: Proposed Market Codes Amendments for GDPR Compliance

The General Data Protection Regulation (GDPR) will come into effect on 25th May 2018. At this point all UK industries must be compliant with a new standard of data protection set by the European Union (EU) in the regulation. The GDPR Issues Committee has been reviewing the impact of the GDPR on the market codes. The Committee is seeking views from Trading Parties on potential amendments to the codes to accommodate the requirements of the GDPR.

On 4 July 2017, the Authority submitted an Authority Timetabled Change Proposal to the Code Panel, for immediate Industry Consultation. This Change Proposal seeks to amend the wording of Schedule 2E of the Wholesale Contract Schedule 1, Part 2: Business Terms to make clear that a parent company credit rating cannot be used for the purposes of accessing an Unsecured Credit allowance.
