Pre-Change Process
The ‘Pre-Change’ process is when a Proposer raises a Draft Change Proposal to seek industry feedback on an initial idea in order to support the develop and assess solution(s) before formally raising a Change Proposal.
There are various steps in which Draft Change Proposals (DCPs) can be assessed before being considered by the Panel:
MOSL Internal Assessment
This stage of the process is to gather input from the service provider in relation to the solution design of the DCP and subject matter experts within MOSL to gather Market Operator Impacts to enhance the DCP.
User Forum/ Industry Group Feedback
If required, DCPs are added to the agenda of the User Forum for transparency, input and to gage the industry’s appetite for that particular DCP. However, if the Change Proposal is suited to a specific industry group, then it will be discussed at the most relevant industry group.
Request for Information (RFI)
Following industry feedback, the next step is for the DCP is to seek additional industry views via a ‘Request for Information’. The RFI will be published onto the MOSL consultation page.
We encourage parties that are considering raising a DCP to contact MOSL in advance so that we can support the Proposer develop the change efficiently.
